At the National Software Science and Technology Innovation Conference on January 15, the Ministry of Science and Technology proposed that according to the characteristics of China's current development of the software industry, China's software industry should change the strategy of "focusing on imitating, tracing and applying product development"  to implementing a new strategy of "breakthroughs in the forefront, market traction and organizational innovation".

The software industry is the soul of the information industry and has become the focus of international competition in field of science and technology. According to the conference conclusions, in order to seize and take advantage of development opportunities brought by the readjustment of the global software industry and make the transition from a "software great nation" to a "software powerful nation", software innovation should focus on the following five aspects during the 11th Five Year Plan:

Firstly, steps must be taken to strengthen strategic research on software innovation and industrialized development. The software industry must work out a technological route map of its path of development, take measures to follow this path and promote the continued innovation and upgrading of software technology.
 
Secondly, steps must be taken to make full use of the advantages in market resources in relating industries to enhance the technological innovation of software and its industrialized development. The industry should try to utilize software innovation particularly as it comes from the modern service industry, implementing a large number of major professional technological projects. The conference also calls for the industry to "exert our strength to train a large number of software and service enterprises which possess continuous innovation abilities."

Thirdly, the conference urges the strengthening of research on cutting-edge technology in the area of basic software development so as to seize an advantageous position in regards to software technological innovation.

Fourthly, the conference calls for the industry to promote management innovation and improve the working environment of software technology and industrialized development. Steps must be taken to properly implement the existing policies directed at enhancing the development of software innovation and propose new measures to solve the "bottleneck" problems in the development of the software industry. In addition, the conference urges to improve the support efficiency of public finance, improve the laws and policies in the protection of intellectual properties and support software industry alliances.

Lastly, the conference calls for the strengthening personnel teams in technological innovation and actively promote personnel efficiency strategies.
