Many local governments are interested to build new economic districts, and two such districts have been founded: the Binhai New District in Tianjin, and Pudong New District in Shanghai. Currently, Hubei, Hunan, Liaoning, Guangxi, Sichuan and Guangdong are vying to be the place where a third new economic district will be built.
Unlike the old special economic zones of Shenzhen, Zhuhai, Shantou and Xiamen, these new economic districts serve as pilot districts for the new economic policies, which might help to enhance the nation's market economy. That is to say, government officials of new economic districts usually have more decision-making power than their counterparts in other places.
Actually, the central government has no specific standards for the choice of qualified places to build new economic districts, but bases its designation on the plans of the candidates. Thus many provinces have submitted their plans to the National Development and Reform Commission.
